Congress operates through a system of committees, each composed of selected Representatives tasked with specific oversight responsibilities. These committees monitor the implementation of laws passed by Congress and oversee the functioning of federal agencies. This process ensures accountability, encourages transparency, and promotes better governance across the government bureaucracy.

To enhance this oversight, Congress should be required to issue biannual report cards for each agency or program under its jurisdiction. These grades—ranging from A to F—would be accompanied by a two-page executive summary outlining the rationale behind each grade and a list of improvement recommendations. Agencies receiving failing grades in two consecutive cycles would lose funding, while inactive oversight committees would be restructured with new membership.

  • There are 535 members in Congress, (House & Senate) with California and Texas having the largest number of Representatives, while states like Alaska and Wyoming have only one Representative each.
  • Each chamber of Congress has around 20 permanent committees, including the House Committee on Oversight and Accountability, the Senate Judiciary Committee, and the House Appropriations Committee.
  • Most committees meet regularly throughout the year, such as monthly or bi-monthly; for example, the Senate Armed Services Committee and the House Committee on Energy and Commerce.
